There are too many bums on the streets. It is a hassle having panhandlers with cardboard signs at intersections. Tourists do feel uncomfortable with too many vagrants around. Citizens do not want to see bums going to the bathroom in public.

All the above.

And, yes, a city should do what it can to control the situation, although it is pretty much uncontrollable.

What a city need not do is pass a bunch of new laws about stuff the law already covers. Councilman Roger Flores, Junior says San Antonio needs new laws for pretty much everything I just mentioned.

We don't. We have laws up to our ears. The problem with panhandlers and vagrants is a matter of no enforcement (or impossible enforcement) and not a matter of not enough laws.

Mr. Flores, relax. Down, big fella. We have enough laws already.
